Funds: transfering between chapters not allowed

There is no reallocation of funds for any of the chapter Care programs:

Care Abounds in Communities® funds cannot be transferrred from one chapter to another. However, community service teams from one chapter can request funds from other chapters to fund identified activities to meet needs. See "Requesting funds from another chapter" for more information.
Care in Congregations® funds cannot be reallocated to other congregational service teams.
Care in Regions® funds cannot be transferred to another region.
